Pushing for investment in infrastructure supports the digital sector, said Prime Minister Samdech Hun Sen on 25 March 2019 during the 2019 Cambodia Outlook Conference: Digital Transformation Towards Industry 4.0 held at The Great Duke Phnom Penh.

“We must push investment in key infrastructure, which is to continue building infrastructure that is the backbone such as fiber optics, underwater fiber optics, utilities connecting to households and business locations and data centers to make the internet faster, with affordable and accessible anywhere across the country supporting the digital sector,” said Samdech Hun Sen.

“To take maximum advantage from Industry 4.0, we must develop our human resources. At the same time, the Cambodian government will continue to develop and strengthen the quality of education, push for STEM, skills, research, and development” Samdech added.

In early 2019, Samdech Hun Sen advised the Economic and Financial Policy Committee (EFPC) to set up a Digital Economy Framework Task Force aimed at taking the opportunity of science and technology for socio-economic development, focusing on three major aspects: building infrastructure to support the digital sector, digital platforms, promoting digital urban governance, digital literacy, entrepreneurship, and open data.

Meanwhile, the Cambodia Development Resource Institute (CDRI), which is one of the leading institutes in Cambodia, has been building human resources for the government of Cambodia. CDRI has become a core resource in shaping and influencing the governance of Cambodia and its development.
